Do they have to dig up the road every year?

Every year they nock up the road outside my house in Bangkok, Thailand. I do not why they have to do road work every year and why they can not make it last longer then this. I guess it is the pipes for waste and rain water they want to fix but can’t they fix it once and for all? I asked some Thai people and they said no and just laughed, I guess it has been going on for a longer time then I been here. My water supply is no depending on a small black rubber pipe that already leaking and making the cars wet and every time someone drive over it I get scared I will not have a shower in the morning.
